Public Computer Use & Internet Policy

The Southfield Public Library provides access to information on the Internet. The Internet offers access to a wealth of information that can be personally, professionally, and culturally enriching. However, the Internet may contain dated, inaccurate, or incomplete information and material of a potentially offensive nature. The Library assumes responsibility only for the information provided of its own authorship on the Libraryโ€™s web site. All computer users assume responsibility for their own use of the Internet.

The Southfield Public Library complies with the Childrenโ€™s Internet Protection Act (CIPA). โ€œThe Children’s Internet Protection Act (CIPA) was enacted by Congress in 2000 to address concerns about childrenโ€™s access to obscene or harmful content over the internet,โ€ (FCC.gov). The Library uses filtering software on all public computers, allowing internet access to safeguard children from viewing obscene images on computers. Public computer users must accept the Public Computer and Internet Use Policy before proceeding with their session each time they use a computer.

Disallowed, illegal or unethical use of Library computers is prohibited. Misuse of computer equipment may result in a denial of computer service or further action by local authorities. Such practices include but are not limited to:

  • Willful damage to Library computers or equipment.
  • Attempting to upload malicious files or bypass local security measuresย ย ย  or filtering.
  • Breaking in or out of any system.
  • Propagation of malware.
  • Transmitting threatening, obscene, or harassing materials.
  • Infringement of copyright laws.
  • Attempting to attach any unauthorized equipment to the Library computers or network.
  • Perpetrating fraud or engaging in other illegal acts.

Limits of Usage

Southfield, Lathrup Village, and TLN (The Library Network) Library cardholders are allowed up to 720 minutes of computer use per day. Guests without a library card may request a Guest Pass, which provides up to 120 minutes of access daily. Those using a Guest Pass, regardless of their cardholder status, are not allowed to extend daily computer use beyond 120 minutes. Users are required to abide by Library staffโ€™s direction regarding computer usage.

Caution to Parents

It is the responsibility of each parent/care giver to supervise, guide, and control the behavior of the children in their care who are using the Libraryโ€™s computers or internet. Children 12 years of age and younger must not be left unattended, including when they are using computers, and must be supervised by a responsible adult on Library premises.

Nonโ€“Filtered Access

Nonโ€“filtered access is available in the Library. Only users over the age of 18 or minors accompanied by a parent or legal guardian may use these computers. Proof of age and/or identification may be requested. Parents or legal guardians must physically stay at the computer with the child. Time limits apply.

Appeal Process

If a user requests that a site be blocked or unblocked, the user should submit an appeal to the City Librarian. The City Librarian will consider the appeal, and this final decision shall be communicated to the complainant within five business days.

This policy will be reviewed by the Library Staff on a periodic basis. This policy was last updated/reviewed 7/24/25.

Be it resolved that the Southfield Public Library Board approved the updated Public Use and Internet Use Policy. The approved policy will replace any previous revisions. PUIP091025
